What is actually freehold here?
“Freehold” should not be treated as a marketing shorthand. Dubai title, permitted buyer category, unit classification and any project-specific restrictions must be confirmed in the sale documentation. The projects above are marketed as freehold commercial opportunities; however, the unit-level SPA, title pathway and DLD/RERA project record are the controlling documents. This distinction matters especially for mixed-use projects and very early releases.

1. Haus of Tenet — Business Bay
IRTH Group’s Haus of Tenet is a commercial-office project in Business Bay. The project material describes classic, garden and terrace office formats as well as a penthouse-level office, while third-party market material characterises the tenure as freehold commercial ownership. The useful hard-date cross-check is the DLD-derived record: its current planned handover is 31 August 2028. That is later than some marketing references to Q2 2028, which is why buyers should obtain the current completion clause rather than relying on a brochure headline.

2. Piazza Roma — DAMAC Lagoons District
Piazza Roma is the commercial component of DAMAC’s Piazza Roma & Valencia release. The launch materials describe offices alongside apartments, with office space connected to the district’s retail and mall environment. The brochure uses ACD: June 2030; treat ACD as an anticipated completion date rather than a guaranteed key-handover date. Its mixed-use character means a buyer should also verify the office unit’s exact use, parking allocation, service-charge basis and licensing suitability.

3. SAMANA Business Hub — Downtown Jebel Ali
SAMANA Business Hub is a dedicated commercial tower on Sheikh Zayed Road in Downtown Jebel Ali. The developer describes 18 office floors, 16 retail units and a 60/40 plan: 20% down, 30% pre-handover, 10% at handover and 40% after handover. Its own dated schedule places handover in Q3 2029 and explicitly labels the timing as anticipated and subject to final terms. The main diligence question is not merely the headline payment plan: confirm the project’s current registration, escrow instructions and the post-handover obligations in the actual SPA.

4. Dawn at O1NE District — Motor City
Dawn is the first office building within O1NE District, a planned commercial destination next to Dubai Autodrome in Motor City. The developer presents it as an office tower with integrated retail; DLD-derived project data records 70 offices and six commercial shops, with a planned handover of 31 January 2030. The project is very early-stage: the same record showed 0% construction at its latest cited inspection. That makes the registered date a useful reference point, but a long-duration delivery risk rather than a near-term occupancy date.

Announced or expected soon: monitor, do not treat as confirmed inventory
Binghatti Spectre, Al Jaddaf: recent market material describes offices and retail within a mixed-use scheme. The DLD-derived record shows project no. 4370 as pending, a planned 31 December 2028 completion date and no escrow account recorded in that tracker at the time reviewed. Because unit counts, commercial availability and final sales documentation vary across sources, DRED does not include Spectre in the core comparison table yet. It becomes a candidate for inclusion only when the commercial release, unit documentation and escrow/payment route are confirmed.
24 HC, Dubai Healthcare City: a current first-sale listing describes 44 shell-and-core freehold offices, a Q2 2027 completion target and 70% paid post-handover. We have not found an equivalent developer or regulator source sufficient to present it as a verified launch. It remains a watchlist item pending primary documentation.
How to compare commercial office handovers correctly
- Separate a payment milestone from a handover obligation. “40% on completion” does not itself state the legal process, notice period or remedies for delay.
- Check the current project record and escrow route. Do not send off-plan funds outside the project’s regulated escrow instructions.
- Model fit-out and leasing time after keys. Shell-and-core offices may need approvals, design, fit-out, utility activation and leasing before income begins.
- Read the commercial terms. Confirm permitted use, business licensing, parking, service charge, signage, floor loading, HVAC and access hours.

On the current dates reviewed, Haus of Tenet has the earliest registry date: 31 August 2028. A planned date can change, so it should be checked again before any purchase decision.
Are all off-plan office handover dates guaranteed?
No. They can be developer estimates, anticipated completion dates or registry fields that change. The SPA and the project’s current regulatory record are the documents that matter for a particular buyer.
Can overseas buyers own freehold commercial offices in Dubai?
Freehold ownership is available in designated Dubai areas, subject to the specific unit, project documents and title process. Confirm the unit’s tenure and purchaser eligibility in writing before paying a reservation or instalment.
What is the key risk with a shell-and-core office?
Handover is not the same as income readiness. Fit-out, authority approvals, utilities, furnishing and tenanting may add time and cost after key collection.
